89 LXi squealing alt.belt

I'm working on a friends 89 Accord,and for some reason the alt/water pump belt keeps on squealing (randomly)no matter how tight it is.It is also getting eaten-black belt residue in the engine compartment.It's a new belt and new (rebuilt)alternator.This happened before and it broke the belt,causing it to overheat.Do these cars have water pump issues,where they "jam"or tighten up?No liquid leaking under the car.

Once they start squealing, you have to replace them. :(
