How do i determine where my squealing belt is coming from? I assume that the timing belt can't squeal... so it's either the belt to the power steering or the belt on the alternator and water pump. Neither of which appear to be loose so what else causes the squeal?

old belts tend to squeal. for me it was the alternator belt...you can try to give it a few more spins to tighten it up

Is it on startup, when you turn the wheels, or constant?

most of the time its the alt belt, tighten it up if its still good, or replace it
if i remember correctly, there should be about 1/4 inch side play to a properly adjusted belt, i may be wrong on that though, anyone have a positive answer?

It is mainly on start up... and very occasionally when turning the wheels
