Do you mean that no gas is getting to the carb? If so, download the manual (http://honda.roadpwnage.com/manuals/pages/usdm-accord-1989-full.php) and go to p. 11-42. There is a series of tests you can perform on the various fuel supply components there. Let us know what you learn.
