The niece was in the driver's seat and had the clutch depressed on the manual transmission car while she started the engine. Her foot slipped off the clutch and the vehicle moved at an idle veering to the right across the driveway of the residence over a grassy area and into the neighbor's driveway.

I call bullshit. If you start the car in gear with the clutch depressed and your "foot slips off the clutch" the car is gonna stall right there.

Also, if the car was moving at idle speed, why didn't he rip the parking brake?

they probably got it wrong, she had probably already started the car and when it started to move he panicked, she might have hit the gas too, the news never gets it right, if you are going to let a kid drive a little, don't do it in the middle of a neighborhood, find a big open field or something where you have time to react before hitting something
