When im not moving (with the engine running) and i turhn the wheel, sumtimes it locks.

-Turn wheel, locks, unlocks, turns a lil more, locks, etc, etc... get it?

Is that normal?

could a loose belt be causing that?

i had the same problem. example when your sitting still you turn the wheel. and it feels like its working intermittently. i saw that i had low fluid. that worked fo a week then it did it again. so i figured i had a leak in the sytem somewhere. so i bought some stop leak for powersteering and its been fine ever since.

yeah, try if that works. change ur pwr steering fluid. if its still sticky like that, its probably ur pump. Swap the pump. THe pumps never go bad but in some rare cases they do.

If nothing of the above makes any difference then ur steering rack is fucked. WHich u better hope does not happen.

After I swapped out my steering rack I had the same problem. It turned out my belt was not tensioned enough. Your PSF should be topped off first if it's not.
