What is it?
adjusts your idle.
make sure the car is warmed up before you adjust the idle.

Is this a trick question? You can control the amount of oxygen bled into the system with that. Best answer is get the car running engine. Try setting an idle on a fresh engine ecu restart. Then try setting it with ac, fans, and lights on. After that you have a great baseline.

.... huh? I thought the idle stop screw under the throttle body was where the idle is set from?
Currently, car requires I give it some throttle to fire up. Pulled that plug, it was nasty, so I cleaned it down, and re-installed it. What's a good baseline to start that screw from?

It's best to follow the procedure in the FSM. (and it's different for 86-87 and 88-89). If you don't, the idle control systems may try to fight you while you are adjusting. Basically with the idle control systems disabled, you'll set the base idle speed with that screw (after cleaning it and the TB like you mentioned). The manual should say for sure, but the base idle is probably about 500 rpm. Then you hook the idle control systems back up and make sure your idle is what the under hood sticker says it should be with everything off. Then turn on the a/c and see if you need to bump up the a/c idle boot valve. Then turn on other stuff and also try in drive and make sure you idle speed stays about the same.

LOL, nice. I've got the '89 FSM, but am having trouble finding 'start here to set your idle' - can someone point me to the right page?

Check the fuel & emissions section. Page 12-55 in mine explains how to set the idle.
