If I convert from the stock carb to the Weber everyone is going to on my 89LX, How many HP can I be looking to gain? If anyone could give me an estimate that has dual carbs, that would be helpful also.

This is about what I said:
5% - 11% increase in HP for 32/36
the more mods you have the better the carb will be for you, untill you reach it's max CFM.
