I recently lowered the idle (the screw under the carburetor) as much as it would go. It was idling at 2500 RPM's and when I lowered it to around 1200 but recently it has spiked back up to 2500 and I have no idea how to fix it. I cleaned the carburetor and put a cleaner into the fuel tank to hopefully help out a little bit. I can't even begin to wonder what it might be I did recently change out the fuel pump because it wasn't the right size (previous owner had installed it). Any possible ideas would be so very helpful. Thank you.

Check for a vacuum leak first. Also make sure that your throttle cable is not binding.

With the engine fully warmed up, take the air cleaner cover off and check that the Choke Butterfly is fully open, straight up.
