Taking off scratch/paint marks

Some dumb ass hit my bumper, more like scratch it. That car left some paint marks and some dirt scratches on my bumper. I could take off those scratches but can't get the paint off. I tried "Scratch out" from kit. Didn't work.

Any of you guys know what works?

try a razor blade but be careful.
