What is this thing, its near my fuse box and at first I thought it was a Choke, turns out to do nothing when the cars running, then I thought it might be something for the lights, nope, someone please tell me what this thing is!!.

That's your steering wheel tilt lock. Pull it out and swing it down, your wheel should move up and down freely. When you've got it adjusted to your liking, pull it back up and let go.
This is one of the most commonly asked questions about this car.
It's your nos button.

yea pull it out and then push it down really hard when you want some more speed.

Personally I'd be more worried about the bare wire comming out from under the dash than a knob that you can't find a purpose for

e-brake... it's your e-brake when your e-brake fails. A type of Honda "back-up" e-brake. :)

I too thought it was a choke. My dad told me it was the choke because he had an old 1st gen Civic with the coke in the same place.
yeah tis the nitrous knob. it will work with the wire under the dash but you got to hook it up!
