Ok, i got a 3236 off of ebay, and i think everything is good, but i can see the fuel float through the top of the carb!! is that normal??

you mean from the top down? There is a vent to vent the float bowl gasses so that the carb can suck them up. It probably helps in the float adjustment... there needs to be some way for air to get in there to put pressure on the fuel. Running with and without an air cleaner probably effect the pressure thats available to the float.
also, when my primary barrel is up fron on the intake manifold, the linkage is on the left side, and so is the fuel feed. is this bad? can i flip the carb around and run it the other way?
you should be able to turn it around with no problem.
