Pop-ups are dead

I can bring them up and down by hand using the knob on the motor even with the fuses in.
The retractor switch works (tested as per shop manual instructions) and the motors appear to be connected..

What would the best guess be for them to be so dead i can turn the motors with the fuses in?

I've had this issue with my 1987 LX. If I'm remembering correctly, mine was due to a bad relay. I've had fuses look good, but were burnt clear in two. Just a matter of tracking it down.
