Hm, sounds like a bit of a frustrating issue. Vacuum leak perhaps? Crappy gasket somewhere?
It's also quite annoying how it costs a lot..
kinda sounds like a IAC issue roger. car will idle high means stuck open a bit means less vacuum means map signal changes means more fuel. obd0 dont have all these fancy sensors like these new cars dude which adapt to changes if a fuel mixer is richer or leaner. getting the idle right and will make the vacuum hg right meaning the map signal will change to spec and run leaner. SOunds funny but small shit like that makes a world of defference.
I would clean the iac and go from there . check your vacuum and you should see 19hg if less check your valve lash. all these things will make a big change on how your car idles.

I replaced the IAC with a new one but now that I think about it, that was 5yrs ago..time to try a cleaning

you can always get a P.O. box way up north and not have to smog your car. I may give it a shot when I start my build.
My buddy just passed his rhd DA with 1/2 gallon of e85. That thing is magical!! :D
Run the tank down low, get a bottle of denatured alcohol from home depot or something pour it in and do do over 50% throttle and I'll be good. It's the same concept as e85.
Keep it under 50% throttle. Aka drive like a 97yr old azn lady.
