There is an electrical troubleshooting guide available here for free download. I forget the link, but a quick search will guide you in the right direction. Haven't had any fuel pump issues myself, but the fuel relay seems to be a common issue amongst 3geez. The guide will tell you how to identify the issue.

no power at either terminal of fuse 1 with the key in run? if there is an issue with power from the ignition switch a lot of circuits in that fuse box would be dead, you cant measure voltage at the pump with the engine off, you did the bypass of the safety relay?
