Check the valve under the hood and make sure it isn't being blocked by anything. The valve is positioned by the firewall with a cable running to it. Since the cable/linkage can rust, it might become inoperable.

It's the cable, mine did the same thing last year. I sprayed the cable (under the hood by the valve) up at the end and kept moving it back and forth to get the oil in to free it up and get the rust and crap out, spray it again, get inside, move it back and forth, get out, spray again... etc. good to go!
