EACV (electronic air control valve). Not uncommon on 3geez. It's the one right on the intake manifold under the throttle cable, with the white plug.

It might also be your Throttle Body...my brother had a 91 lude that did that whenever he was at rest (ie...stop sign) and when a new throttle body was installed the problem was fixed.

Nope not the throttle body I have two engines I tryed switching them but got the same results. I'am thinking it might be the black box in the left corner were all those vaccum hoses go to. But not sure.
Umm, you've got an LX-i yet you have the black box/vacuum wires under the hood? Something doesn't seem right.

Bleed your cooling system. If that doesn't help then try cleaning the fast idle valve at the back of the TB.
if you notice when you unplug the wire from the eacv, the car will fluctuate idle evenly, most likely, that is your problem. I bought one from honda, and it cost $176, make damn sure that's what it is before you change it, its code 14 on the ECU... good luck
Hey Dude, all of the fuel Injection "LX-i"s in 1989 and1988 had that black box with 8 vaccum lines running out of them. oh yea and were are the eacv, fast idle vavles located at? I have the car car in my cousins shop so I can only work on it on the weekends.

Jareds 89 LX-i has described where the eacv socket is. The fast idle valve is behind the TB. Looking from front of the car, you can see a circular metal screwed in by 2 philips screws. That's the top of the fast idle valve. Unscrew that and spray some carb cleaner in it. Wipe it down. Take it off to clean it if you want.
Janiel,
Check out this thread, it was posted awhile back. I had that same problem, and this fixed it.
