High idle with idle adjust screw seated

Working on an 89’ accord LXi with an A20A3 motor.
I’m trying to set the idle so I can set the timing but the idle screw on the throttle body is as far in as it will go. Not really sure why it’s doing this.
    Any help is much appreciated!

make sure the throttle cable has slack in it at idle. Some people adjust the idle that way and you should not.

Don't forget to check the o-ring on the idle adjusting screw. I had the 0-ring broken before and the air leaking inside from around the screw making the idle high.
