The Meguiars stuff I put on gets washed off if the car ends up getting rained on which is rare but nonetheless, annoying seeing the "streak" marks on the bumpers from it getting washed off. Is there a good permanent solution to touch this stuff up?

Just checked this thread out, pretty good read, that Duplicolor stuff mentioned near the end sounds good.
You can buff the sun bleached parts out, just don't melt the bumper
That was me with the duplicolor bumper paint. I need to paint mine again. The side trim held up pretty well but the tops of the bumpers are faded. The paint went on thin and doesnt look like it was ever painted meaning its not flaking off or thick in spots. I did use a specific duplicolor black primer for plastic and rubber parts. Its been 20 years now and I guess you really have to repaint it every 15 years.
I did take my bumpers off because its pretty easy but the door guards i left on and masked them. If you do a good masking job it will look good but i don't think those are that hard to take off regardless.
The only way to paint them better than the duplicolor black bumper paint is to get real elastomeric automotive flat black paint. Then your talking hundreds of dollars vs $20
