Sounds like you have a fried combination switch. New from Honda they go for about $195 but if you get one from the j/y it's much cheaper, but the one I got was fried too....

HAHAHA!!! I had that same problem. I bet it also makes a ticking noise from one of the relays inside the engine bay. It also made one side of the headlights dim and made that side of the turn signal irratic. Mine was because the ground wires were disconnected from the car, which is located right in front of the power steering resevoir.
