    How's the rear shoes?
Thin? Glazed? Maybe it's the cable itself stretching.

but 4 clicks means the cable is tight ? right ! ?or should i adjust it at the hand brake lever it self !?
anyway i am changing my rear shoes anyway ! the old ones are glazed and thin , ( maybe that is the problem !? )

you might have to take the rear drum off and adjust the adjusting screw! or in the back of the drum there is a hole you can get it from there!

that means one of your sides are thinner than the other ! adjust the rear left side ! and when the wheels are check if the cable graps at all ! if not then may be you got a loosen or cut wire !
