Sei brake conversion

I was looking here to see how much it would be to get the parts for it new. The only thing I couldn't find was the proportioning valve, is that there?

Also what is the sideskirt type thing that runs along the bottom of the car between the wheel wells? Is that replacable because mine is damaged on one side. I can't find any flip up components besides the headlight assemebly. Would I have to go to the junkyard to find parts to make my left headlight flip up again? The linkage is crappy and there is something wrong with the electirc motor.

morpheus the silver thing (2 identical things) on the passenger side strut tower is the propotioning valve. THey got the small ass brake lines goin to em.
