Ok, in the event that one has to check his vaccum lines, should all the lines hold a vaccum if the car is off? i know that a couple go to the air box and are just a hole or two and wont, but should the rest?

Not neccesarily. Outside temperature and engine temperatures effect which lines are open and closed so it's not as simple as that. if you have a paticular problem then put it out there and smeone may be able to help. Goodluck.
you will have vacuum only when the engine is running.
