86 honda accord dx

so far it has a leaking valve cover gasket, and broken/loose engine mounts.

Would either of these account for my engine idling high?

What number should a 86 honda be idling at?

I've had the timing belt and carburetor ( a new one that my brother had put in and had me pay for with out me knowing it wasn't rebuilt ) adjusted... Should that have helped?

Can a car pass inspection if the engine still idles high?
