Fast Idle 88 Honda Accord LX

The problem i am having is that my fast idle doesn't seem to be engaging when i start the engine, the engine revs are at about 1000. Is there any way i can adjust the fast idle, i know there are 3 adjustment screws the black plastic one on the back of the carb which adjusts the idle and the 2 on the front, i think the one opposite the black one adjusts the fast idle but i'm not sure i tried turning this, the revs went up but the fast idle didn't disengage the engine just kept revving high, what am i doing wrong?
Or what else could be faulty with the system causing the fast idle not to work.
    Thanks in Advance

Trying different adj. screws will only mess up ur carb w/out addressing the prob.
    Check the choke system:
Engine cold, < 25*C (80*F), tap the gas pedal, the choke flap on top of carb should close completely!
So how is on ur car?
