Yes and no u don't need it, but it sure helped me.

Its the Steel part of the teg bumper, it has all the mounts on it for the aftermarket bumper and only needs to be slightly modified to fit onto the accord.

It is much harder to do, you will have to custom fabricate brackets to mount the Teg bumper cover to. I'm not sure where u would buy it from online someone else might be able to help with that.
