They're both bolt patterns. Whenver you see holes for 8 lug nuts on car with 4, it's a universal rim.

A "universal" 8 hole pattern could also include the 4x108 bolt pattern or the 4x98... so don't automatically assume that just because it has eight holes it will fit 4x100. I have seen a set of rims before that were 4x108 and 4x114.3.
