Choke opener and Thermovalve c

I know you'll all be getting sick of me of me now asking about the choke opener, now that i've repaired the damn thing when I check for vacuum at the outlets where hoses 18 & 26 connect I get vacuum at both of them is this normal.
Also I checked the thermovalve C the one located next to the thermostat how much would this effect the secondary throttle valve.

The one on the thermostat is supposed to bleed of vacuum so the secondary doesn't open as much when the motor is cold.
