Yea, I agree with Blue Impact or the cable maybe corroded where it connects to the gauge cluster. Put a very small dab of lithium grease around that end of the speedo cable and put it back on the cluster should work good as new.

It needs to be lubed. Mine did the same thing and I just lubed it and it went away.
If you can get your hands on a graphite spray lube that will keep your cable working right for a long time

I actually pulled the whol inner cable out of mine and lubed it with white lithium grease. You have to disconnect the cable at the transmission to pull the inner part. Lubing it didn't help much and mine was getting noisier on cold days so I just went ahead and replaced it. There is actually still a small amount of shaking to the needle at low speeds, but the bounce went away.

Oh ya, just one more thing to add, make sure it's secure in the back of the gauge cluster and it's not loose!

Is disconnecting and lubbing the cable a difficult procedure to perform?
not too bad you have to unscrew alot tho and its a bitch to get it plugged back in once you unplug it but its not too bad i estimate no more than an hour for a novice

Just make sure that if all you want to do is lube it that you disconnect it at the TRANSMISSION. You can't pull the innner cable out from the dashboard end and you will waste a good amount of time disassembling the dash for nothing.
The hardest part about disconnecting at the tranny end is getting the clip to stay in place while getting the rubber boot back down over it. You'll see what I mean when you get into the job!
