    actully we all have obd-1
    on board diagnostic
obd-2 is when they hook up a computer to your ecu to see how ur "vehicle" doing.
car's with out obd-1 would consit of no computer controlled carb's or efi system

well according to the EPA its technically obd1 but being as the manufacturer wasnt required to comply its was honda decision to call it obd-0. obd1 compliance began in 1992. in 1996 every manufacturer was required to comply with obd-2 by 1997. then again the law was written in 1992. obd means on board diagnostics. that means if there a failure in the vehicle that will effect emissions it must set some sort of CEL or MIL to announce that the car cannot meet emmisions in its current state.

just an FYI theres great bit of history on obd and the varying phases its in on the EPA website.
