    Lever beside dash? (pull)

Whats it do? If you dont know what I'm talking about its a level with an arrow instructing you to pull it back, which does nothing. It sucks itself back in once you pull it. Its on an 87 accord 4dr carb if it matters. I thought it was choke at first, but then I realised how our carbs work. So scratch that. Then I thought it was tilt, but the wheel doesnt move. Even my friend here works at honda and he doesnt know what it does.... any ideas?

It's for the steering wheel. Pull it out and push down toward floor, then you can move the steering wheel up and down.
