Question more ecu code reading Q's

hi guys im sorry to bring this topic out again i would like to mention that i did use the search and found the code list but this did not help me with this question. Do you read the code when the car is running or off, and do you have to have an idiot light come on in order for the red light to blink. I am getting a pgm-fi warning light and would like to know why. Yesterday i looked at the light while the car was running and the damn thing was constantly blinking. ALso is there a pause between the blinks if so how long? i think the pgm-fi warning light may be related to my fluctuating idle. Before my car blew the headgasket about 7 months ago it would fluctuate only at warm up and after the car reached its normal operating temp it was fine. Now since i replaced the head gasket the damn idle fluctuates even after warm up. Please help! this is annoying the hell out of me!

if it is EGR lift sensor you will have to replace the EGR valve or EGR controller inside the black box (it is under the hood). Either way it will cost money if you are going to buy brand new. I would recoment junk yard shopping or ask people on this board. may be someone will sell you one.
