missing under low throttle on 89 carb

When cold (40-45F in my garage) my 89 carb misses when NOT under heavy throttle. Once it warms up, it runs much better.

I need to pass an inspection this month.

What should I be checking?

I would check your compression. Uneven cyl. compression can cause missing at low throttle.

Tune up with new plugs, wires, rotor, distributor cap maybe.
Compression test is quick & easy if you have compression gauge.

plugs and wires are <15000 miles
I think I did the rotor and cap recently too.
Yes 15000 miles is recent for me 3-4 months)

Why would spark change as the engine warms up?
