I confirmed it today. My AC is hella cold, so I have to close that dude (down) when I'm runnung AC or I get frozen on my hands. Closing it cuts off the air coming in so harsh. Just like those 2 levers that open and close your side dash vents.

because when the dude is there its running the ac air to jus the front vents but when the blur arrow comes up it runs recycled cold air to the underneath vents as well

Actually, it is there to use in the winter, not in the summer. With the blue arrow showing you are not mixing in outside air. This is the recommended setting to be used with A/C. The best part of this thing is that during the winter you can be running heat out the heater vents and open this little door (white arrow showing) and have a trickle of cold outside air coming in the center vents only. I wish other cars had this feature and that Honda has never done away with it. (just like the ability to open and close the outboard vents from the drivers side).
