sounds about right.with my 272 cam i pulled like 22-23" at 900rpm idle.
snap off the throttle and it will pull a bit more.

I used to get about 10" with my colt cam at a low 500-800 rpm idle.

I have a Vacuum gauge in my car and it reads about 23 when idleing at 800-900.
if everything is running correctly and the engine is good it should be at least around 20 inches. If its not anywhere near there and the engine is running good , check for vac leaks and check your gauge first

wait you're turbo? does turbo lower the vacuum or is the vacuum still good when the throttle body is closed.

yeah other wise those helpful brakes wouldnt work quite as well. like on my car currently. (no vacuum with 282 cam without idle hehe)
i cant speak for boost, but the brakes definetly fell weaker on my car with low vacuum
they have a checkvalve so the boost wont eff up your brakes on boost, plus once you snap the throttle body shut youre back into vaccuum in hundreths of a second
