potentially, yes... which is why cars like DSM's can gain like 15-20 WHP just from an intake. but cars have gotten more advanced, and newer cars have far less impressive gains. but in theory most mods that benefit an NA car will have the similar effect on a boosted car, and this can be amplified by other supporting mods.
air flow is air flow, wether it is pressurized, or just at atmospheric pressure, and anything you do to flow more air, or impede less air, will help to make more power (usually, probably).....
so in theory a honda city turbo .. if a HKS green air filter was put on the turbo and the fuel filter was replaced and the ignition wires replaced it could in theory increase boost

sorry i misread the question, i checked this thread RIGHT after getting up, and didnt fully read your first post.
Adding an air filter SHOULDN'T change your boost levels at all. An air filter and fuel filter, and ignition wires had better not effect your boost levels.
I was just thinking of it in terms of giving you 'A' boost (in power), sorry to mislead you.Very tired in the AM.... lol
boost level is a function of the wastegage, and possibly the boost controller. but other things can have an impact on it as well....
the boost is set byu wastegate internal or external. If it is set at 2psi you will only get 2psi no matter what kind air filter you put.
Changing air filter will increase airflow into turbo, but you still limited by wastegate the amount of air coming out.
