I had a problem like that for my hood latch. It went away after I greased it and used it for a while (worked the grease into the latch). If the handle itself isn't moving smoothly pull it out and grease it. If the handle seems to be working ok it's probably the latch that needs the grease.

It is most likely an adjustment needed to the actuator rod that connects the door handle with the door latch. It is fairly easily adjustable, but you have to remove the inside door panel to get to it.
I had to do a lot of adjusting to mine when someone attempted to break into the car by prying open the door below the door handle. In that case the actuator rod got bent just enough to prevent the handle from opening the door.
