Rear Quarter Panel Help

On my driver's side the rear quarter panel extension is smashed. I was able to replace the one in my civic but can't see any way to replace this one. If you take off the access panel I see two bolt that hold on one side but don't anything else that would hold it on. Anybody know anything about this?

The rear quarter panel don't look like it will come off, it's part of the body shell.
