2) Install the timing belt with slight tension between the spockets and on the forward facing side. With the belt tensioner bolt loose, slowly rotate the crankshaft counter clockwise for a distance of three teeth.
3) Tighten the belt tensioner bolt."

i've got a whining sound coming from the engine compartment.... i'm thinking my timing belt is too tight? it came right after i loosened timing belt bolt, did some other work, and retightened it after a few days.
in terms of "counting three teeth" literally, from the adjustment procedure recommended above, i can't actually see the crankshaft teeth when doing the adjustment (Because the timing belt cover is still on there). i'm just trying to get rid of the whine w/o having to take the cover off.
about how far around in one circle (360 degrees) is the equivalent of "three teeth"? would that about 1/6th of a turn? like 60 degrees? or more, or less..... not sure.
knowledge on this would be greatly appreciated!
