Have you checked your timing?
Tune up my as-- sounds like the carb vaccum secondary isn't opening or it's running too lean.Or as you may have heard on this site before, there could be a vaccum leak.

check vacuum (u can do it with carb spray)
check venturis (for looseness)
compression check
etc etc give us a more specific explanation so we can pinpoint it
take the air cleaner off. while running, flip the throttle on the carb to wide open and see if the secondary is opening. if not, that would likely cause you not to be able to reach a higher speed. could just be a weak diaphram opener that oporates the secondary.
Keep it HONDA. Or at least Asian.™

you might also check the throttle cable, mine was extremely loose, and should be replaced BUT just so you know the deflection between the lock nut and the throttle plate thingy its wrapped around should be 4 to 10 mm. and actually mine is still kinda loose but like i said it needed to be replaced. just an idea, mine wouldnt go past 90 in 4th and after the throttle cable adjustment i got it to 100 but slowed down to not push my luck.
The secondary should be checked, it's hooked up to a thermovalve that if it's leaking could cause the secondary not to open.
Also check your coolant as that effects the themovalve which effects the secondary.
And check for loose booster venturies
and leaky vacuum lines.

yeah it could be your running lean, i hit 125 in my carb'd accord lx. (4dr) your def. running lean, or just going up into the wind. i was up in ellensburg and heading up towards the hills and i topped out at 95 but going back i hit like 130 lol. so i could be where your doing it. remember there are more variables other than the car.
