Exclamation Idle speed at 1800 and will not go down!

Ok, the idle speed of my 87 LX-i is stuck at 1800 RPM ever since I got the intake cleaned out last week and any attempt made to adjust it has no effect. The guy who looked into it for me was a Valvoine Oil Change guy and he said it might be an issue with the throttle body after he attempted to adjust it for me with no effect.

    Why would this be?

    Vacuum leaks
Also the valve at the back could be open leaking air in?

did they take apart the fast idle control valve? if this is adjusted so the stopper inside is too near the top it could cause this condition.
