I'm kinda going off memory here, but the only thing I remember bolting to those is the supports for the AT throttle cable (speed sensor cable?). Where are you seeing the ground wires?

Can't help w/ the headlight. Sorry.

    Re: ground wires

I just checked my Honda manual and there shouldn't be any ground wires connected to your fuel rail. Removing injectors is fairly easy. Again, I'm going from memory here so I might not have all the details right. There are about 4 bolts you'll have to remove. Two bolts hold the injector wire assembly to the fuel rail. The other two bolts hold the fuel rail. Once you've removed those bolts, the fuel rail should pull off of the injectors fairly easily. Make sure you have new seals for all four injectors before you pull the fuel rail.

I know I said I couldn't help you with your headlights, but it turns out that the Honda manual has several pages of troubleshooting procedures for them. You might take a moment to download the online manual from this site and trying them out.
