Question Rust below my passenger rear tail light

Can anyone give me any suggestions to replace or repair the rotted out area below my pass rear outer tail light? I can not find any place that has a repair / patch panel for this area, I work at a honda dealer and I looked into that panel. I fell over when I seen that I would have to buy the whole rear panel and that even my dealer price is over $400.00 bucks. Thanks
