Is it surging from 1500 to 2500, or gradually rising? Idle surge is usually a vacuum leak.

Check for vacuum leaks, clean out your IACV & FITV. Does it run fine otherwise? If the motor's been neglected it could just be a symptom of a bigger problem.

yea it runs fine besides that. the only problems with the car is that it needs a clutch cause it slips and it has an oil leak. the ac has been removed. could that have anything to do with it??

Check your coolant level too. If it's low, you'll need properly to fill and bleed the system.
