one is an OH SHIT filter in case some bonehead leaves his filter in so long that the filter falls apart and crap makes it to the carb. or you use a fram,same thing.
The one is for changing. The other is for discovering 200,000 miles later when you're changing a tire on the side of the freeway.

Most gas dissolves the inside part (strainer/paper) in the fuel filter over a good period of time. With California hippie gas they add so many additives that it can dissolve in a matter of 3 months. My Carb was not cheap, more fuel filters less carb problems.
