Bouncing Tachometer

I "testdrove" an '89 accord today that had a bad tranny, and I may swap the good tranny from my deceased Accord. (The body damage is too much to fix) When the car was idling, everything was fine, but when you turned on the blower, AND the headlights, the tach would tic up every couple of seconds. Most everything on here points to a bad distributor, but would it make sense that it was the distributor, when the problem only occurs by having the lights, and blower on?

Idk why it would do it then, but if the alternator and voltage at the battery was good then id think the dizzy was on its way out

My tachometer has bounced on my SE-i for the past 8 years and so far no further problems have arisen.
