I have an 89 Accord with a carb. It cuts on and cuts right off. I adjusted the line so it'll itle higher but it just does not sound right. Has new fuel filter(so the guy that I bought it from says) and clean gas.

are you sure its the fuel an not the ignition? it could be the ignition switch
There are 2 fuel filters on the carbed model, one at tank and one at firewall, were both replaced? Check fuel lines, 21 year old rubber lines ought to be replaced in my opinion anyway. Also check the vacuum lines, a crack in one of them could do this... Of course check for spark too.
