Vacuum Advance Control Fell off Help?

Ok, So i was driving down the road earlier and my car completly died. When trying to attempt to start it it did nothing but turn over. So after about 2 hours of trial and error i notice that the is a round object attached to my Dizzy ( Vacuum Advance Control) fhad no clue what it was until about 5 mins ago when i looked it up. Anyways, it seems the preveious owner for what ever reason had this damn thing zip tied to the Dizzy, and the zip tie has broken. I pulls away form the dizzy now, i see oil or something in it and i see the little arm. Now i havent a clue exactly how this item works exactly. Considering i cant find anything obvious could this be the problem and if so could anyone help me at all.

The advance diaphragm shouldn't keep the car from starting. I'd be more concerned about all the oil in the distributor. There could be further damage inside the dizzie too. I'd go shopping for a junkyard replacement. Find one with no oil and no red dust inside. Also look for smooth action.

That might be your starting problem, but I would verify it before doing anything more. Diagnosing a no-start condition is relatively straightforward, though also frustrating. Give this how-to a try first and report back what you find.
