No, to play to the letter of the law, the carburetor is an emissions control device, and tampering with it is a federal offense.
You can get it to run every bit as clean as the stock unit, but part of most inspections is a visual. No stock carb, no pass.
I regularly get 32mpg city, and almost every trip get damn close to 50mpg highway. Don't hate because you over-payed on a diesel. These cars were rated for (and got) like 24/28 back when they were new, but changes in gasoline technology over 21-24 years has helped a buttload in making these cars some of the best commuters around.
I believe it depends on the state or location where you are moving. I lived in the Midwest in a small university town and no emissions in that town but yes in the state capital.
Here in GA my Accord has taken its last emission test; it will be exempted starting next year. Every time i take my clunkers to the smog test they inspect it under the hood but it is just a glance not a through inspection.

why do you argue with people who have owned these cars for years? if you want us to help you, listen to the people on here, and don't go accusing them of lying. this is the best site on the web for these cars, the dealers don't know anything about them today, but people here can tell you every nut and bolt on the car, any of the years, any of the models.the collective knowledge on these cars is unmatched anywhere

actually I did try to help him, but he wants to argue with everyone, I just made a point that this isn't supposed to be a super quiet car, it's not that noisy compared to a lot of other cars of it's time, this is a very smooth engine, most four cylinder engines from the US automakers were very buzzy in these same years.
He did get an answer. The answer is to Dynamat the shit out of the interior. The carb isn't going to make a big difference on sound no matter which airbox you put on it. The only difference I noticed with the Weber was that slight sucking of air noise, and I only heard that when I was listening for it.

Yeah, but that's pretty much the only way to make these cars quieter. The carbs on them aren't that loud, and the motors aren't either. They just don't have very much sound deadening in them from the factory.
The only reason my bike carbs are loud is because they're pointed right at the firewall. Otherwise I imagine they'd be a lot quieter.

The OP was pointing out that 50 MPG is pretty much not going to happen without hypermiling. Now, I can see that kind of economy with some serious hypermiling. Hell, my mom's 2007 Honda Oddy got 40 MPG on one tank. That was very much downhill, but it happened. Is that a normal tank? No.

That is seriously the most ignorant thing you could have said. 25 years later gasoline can't even be compared to what it was back then. Did Shell have nitrogen-enriched gasoline that "cleans your engine" 25 years ago? Did Chevron have Techron 25 years ago? It's called technological development. And no, I'm talking about regular American gallons.
Now, as for the loudness and simplifying of the carb: If you're in the states, which I'm guessing you are since you mentioned emissions, then you can probably take off the emissions stuff without seeing any real difference (I've gone over this with another member before), per your state allowing it. Is your car abnormally loud or something? Do you have a video?
i agree gasoline is much more refined today than it was decades ago. there are a lot more additives in fuel now that replaced things like MTBE (more recently phased out) and lead back in the 70's. Basically we only use the C6-C12 hydrocarbon chains, everything is blended to give an average of a C8 hydrocarbon chain. Many people often do not know that gasoline is not a "pure distilled" liquid, its a mixture of hexane, heptane, octane, [M,P,O]-xylene, toluene, ethanol, methanol just to name a few components. Search for Gas chromatographic mass spectral data and it should list more components. All and all the best way to get the better gas mileage is to open up some of the ports on the carb (at least im familiar with this method on 70's and 80's Rochester carbs, i do not know if this would apply to the Honda carbs). As sokme other members mentioned sometimes removing some select items from the emission system will help. I would rebuild and clean the whole carb and set the needle/jet a bit lean but not too lean and adjust the timing.

He hasn't purchased the car yet, he's asking questions in order to make a more informed decision.
The issue he was describing was likely caused by a high idle, worn motor mounts, and a leaky exhaust. I've experienced the same issues he has, and a new exhaust and going through the vacuum system and replacing one of the thermovalves fixed the problem.
