Sometimes, when I crank my car, the fuel pressure is almost perfect.

Sometimes, its way too low and doesn't like idling...

I'm not sure if its the Pressure regulator or the Pump itself failing. I did notice sometimes, when I shut it off, the pressure bleeds off about 1 PSI every 30 seconds...sometime it holds while its off. Opinions? Ideas?
A few times, at WOT, I spiked 45PSI, three different times...I'm leaning towards regulator...the pump is 5 years old or so...
