it will look better becuz with stock 13's you prolly got MAD fender gap. So it decreases that off road look and it makes your wheels look a WEE bit bigger

it will still look better. it will also ride and handle better. the cheapest way i can think of is KONI's from Chrome Thangs ... and tokico blues for the back. then get some coilovers from some where. if you have the little 13's, a camber kit isnot needed as much because the tire arent like 100 bux each.

    $150 for coilovers
    $185 for KONI's
    $120 for the Tokico Blues
    -----
    $455

Got to your local Kragen, Jack some AutoMeter Gauges and buy some bulbs for $1.29 There is a $100-$200 mod for $1.29 +tax
    MSD Ignition Control: $330
    B20 Engine: $2000
    NOS System: $750
The look on a cops face when you press the little red button and leave him in the dust: Priceless
There are just some cars that cops cant catch, for eveyone else, theres NOS.

You dont hav 2 spend that much if u dont wanna.
Just go to ure local garage and tell them to take the springs out then cut 2 coils off the back and 1 cooil off the front.
The ride wont be as good obviously but u get the same look. and its really cheap, we are talking £50 or about $70 maybe.

if you dont wanna blow all your money on lowering, you could just get some cheapo 15" or maybe do some performance mods, those are a LOT more fun and worthwhile IMO!

you might be able to find some nice 15's and tires at a junk yard and still have enough for lowering springs.
